Objectives. Has inequality in access to early education been growing or lessening over time? Methods. Using the October Current Population Survey education supplement from 1968 to 2000, we look at three-, four-, and five-year-olds' enrollment in early education—including center-based care, Head Start, nursery school, prekindergarten, and kindergarten. Results. Our analysis shows a strong link between family income and early education enrollment for three- and four-year-olds, especially when we compare the bottom two and the top two income groups. These differences remain even after controlling for a large variety of factors, including race/ethnicity, maternal employment, family structure, and parental education. Conclusions. Inequality in early education by income group varies by age of child: it is most pronounced for three-year-olds, who have been the least likely to benefit from public early childhood education programs; it has diminished in the past decade for four-year-olds, who have been increasingly likely to have access to public prekindergarten programs; and it has all but disappeared for the five-year-olds, who now largely attend public kindergarten. This pattern suggests a potentially important role for public policy in closing the gap in early education between children of different income groups.
There has been minimal research on the pre-school enrollment of immigrant children. Using 1990 U.S. Census data, this paper investigates pre-school enrollment of child immigrants, those who immigrated as children and the U.S.-born children of immigrants. The analysis is conducted using probit analysis. Pre-school enrollment is found to vary systematically with parental characteristics (income and education), immigrant generation, number of siblings, mother’s labor supply and country of origin. Among the foreign-born, differences in preschool enrollment are analyzed by country of origin. Among the U.S.-born children of immigrants pre-school enrollment is greatest among those with both parents foreign born.

Since the mid-1990s, three states, including Oklahoma, have established a universal pre-kindergarten (pre-K) program. We analyze the effects of Oklahoma’s universal pre-kindergarten (pre-K) program for four-year-olds on children in Tulsa Public Schools (TPS). The main difficulty with testing the causal impact of a voluntary pre-K program is that certain parents are more likely to select pre-K, and these parents might have other unobservable characteristics that influence the test outcomes of their children. Because TPS administered an identical test in September 2001 to children just beginning pre-K and children just beginning kindergarten, we can compare test outcomes of “old” pre-kindergarten students to test outcomes of “young” kindergarten students who attended pre-K the previous year. We find that the Tulsa pre-K program increases cognitive/knowledge scores by approximately 0.39 standard deviation, motor skills scores by approximately 0.24 standard deviation, and language scores by approximately 0.38 standard deviation. Impacts tend to be largest for Hispanics, followed by blacks, with little impact for whites. Children who qualify for a free lunch have larger impacts than other children.
This study estimates the effect of expanding enrollment possibilities in early eduction on the achievement of young children. To do so it exploits two features of the Dutch schooling system. First, children are allowed to enroll in school on their fourth birthday. Second, children having their birthday before, during and after the summer holiday are placed in the same class. Together these features generate sufficient exogenous variation in children s potential time in school to identify its effects on test scores. We find that allowing disadvantaged pupils to start school one month earlier increases their test scores on average by 0.06 of a standard deviation. This effect is of the same magnitude for pupils with lower educated parents and for minority pupils. For non- disadvantaged pupils we find no effect. Results are similar for language and math scores.
Prekindergarten programs are expanding rapidly, but to date, evidence on their effects is quite limited. Using rich data from Early Childhood Longitudinal Study, we estimate the effects of prekindergarten on children's school readiness. We find that prekindergarten increases reading and mathematics skills at school entry, but also increases behavioral problems and reduces self-control. Furthermore, the effects of prekindergarten on skills largely dissipate by the spring of first grade, although the behavioral effects do not. Finally, effects differ depending on children's family background and subsequent schooling, with the largest and most lasting academic gains for disadvantaged children and those attending schools with low levels of academic instruction.
Most European governments have universal, consolidated, education-based ECE programs that are available from early in the morning to late in the evening throughout the year. European ECE programs are uniformly of high quality, generally last at least three years, and are funded to serve all children. The US ECE system is composed of three separate programs (Head Start, Pre-Kindergarten (Pre-K) and the child care voucher program) targeted to low-income children. With a few notable exceptions, US ECE programs are funded to serve less than half of the eligible children. US ECE programs developed quite separately. They have different goals, different funding sources, different administrations and policies, and generally last for an academic year or less. Pre-K and Head Start operate only 3 to 6 hours a day and are open only during the academic year. The average quality of US ECE programs is generally much lower than the average quality of European ECE programs. Further, the quality of US ECE programs varies widely even within local areas. Although the US has greatly increased expenditures on ECE, US governments pay only 40% of the costs of ECE, while European governments pay 70% to 90% of the costs of ECE. None of the major US ECE programs simultaneously provides work supports for parents, child development opportunities for children and preparation for school for low-income children. The evidence suggests that the US ECE system is neither efficient nor equitable. Consolidation of funding and administration of current US ECE programs could substantially lower transaction costs for parents and provide more stable care arrangements for children. Increased funding could improve the quality of existing programs, extend hours and months of operation, and make care available to all eligible families. Both the evaluation literature and the European experience suggest that such a consolidated, well-funded system could be successful in preparing poor children for school. Further, the benefits of such a program could well exceed the costs since it is precisely low-income children that benefit most from stable, high-quality ECE. However, such a targeted program will have neither the positive peer group effects nor the social-integration benefits of universal ECE programs.
