Ides Nicaise works as a research manager, currently head of sector 'education and labour market policy’ at HIVA (Higher Institute for Labour Studies, Catholic University of Leuven), a multidisciplinary research institute specialised in social policy and is Member of the Network of Experts in Social Sciences of Education and Training (NESSE). He gained his Ph.D. in Economis “Poverty and Human Capital” from the Catholic University of Leuven. He got fellowships from the National Fund for Scientific Research (1978-82); the Council of Europe (Directorate of Human Rights, 1982-83); the European Commission (1983-84); and got a post-doc fellowship of the University of Leuven (1998-99). His main research areas are poverty, labour market policy evaluation and economics of education. He teaches at various faculties of the University of Leuven (Education, Social Sciences, Law). He is a member of the Belgian High Council for Employment, and chairman of the Belgian Resource Centre for the Fight against Poverty, a centre created by law as an interface between the government, the civil society and grassroots organisations defending the interests of the poor. He was involved in many projects at national, European and international levels dealing with education and social inequality ranging from educational funding to lifelong learning and initial education for socially excluded groups. Some recent projects include a book on educational policies for socially excluded groups in Europe, the OECD’s thematic reviews on adult education and on equity in education, a tailor-made course on the economics of education for DG EAC, and ‘LLL2010’ (about the promotion of equal opportunities in lifelong learning) in the context of the EC’s 6th Framework Programme. He has published about 300 publications, of which 50 international, for example reviewed articles in Applied Economics, the European Employment Observatory Review or the Journal for European Social Policy. He has experience in international research and consulting: work for the European Commission (mainly DG Employment and Social Affairs), Cedefop, European Foundation, OECD, World Bank (participation in / coordination of research networks); organisation of / speaker at European conferences and seminars. As a member of the Network of Experts in Social Sciences of Education and Training (NESSE) which serves the DG EAC as a complementary network to the here proposed group of education economists, Ides Nicaise is the ideal partner to build bridges between our group of experts and researchers coming from adjacent disciplines in the social sciences.
