M. Luisa A. Ferreira works as Economic Advisor for Human Capital in the Industry and Services Department, Projects Directorate, European Investment Bank (EIB). She gained her Ph.D. in Economics at the University of Wisconsin-Madison, USA. As Education Economist at EIB she is responsible for: assessing, within multidisciplinary teams, the economic, financial and environmental viability of capital projects and programmes in the education sector and monitoring project implementation; preparing sectoral and methodological studies; and designing country and regional EIB education lending strategy. She takes responsibility of the Education Sector in Albania, Portugal, Italy, Austria, Finland, Hungary, Slovenia, Romania, Turkey, Croatia, the Czech Republic, and Estonia. She has formerly worked for the OECD in the Education Directorate and for the World Bank as Senior Human Resource Economist. She also published papers in publications of the World Bank and The European Investment Bank and in journals such as Higher Education Review and European Journal of Education. Her professional profile combines solid academic qualifications, with over fifteen years of working on a variety of aspects of education and social and economic policy in an international context, dealing not only with OECD member countries but also with developing countries as well as other non member States. Throughout her professional life she was engaged in research, sector studies, and operational work, broadening and deepening the existing knowledge on not only education but also on poverty and social policy, and providing analytical and policy solutions in these areas to clients in a broad range of countries and aspects of lifelong and life-wide learning.
Hubert M. Strauß is Economist at the Economic and Financial Studies Division of the European Investment Bank (EIB), Luxembourg. From 2002-2006 he worked as an Economist at the Economics Department of the Organisation for Economic Co-operation and Development (OECD). He holds a Ph.D. in Economics from the Faculty of Economics of Kiel University. He is editor of the EIB Papers and he was Co-organiser at the 2009 EIB Conference on “R&D and the financing of innovation in Europe” As an economist for the OECD and now the EIB, he has contributed to several policy and country studies. Strauß reported own empirical findings to inform decision makers in a broad range of policy fields and for a large number of countries. Over the past four years he has mostly worked on human capital, the economics of education systems as well as R&D, innovation and productivity. He carried out empirical research on the determinants of investment in human capital and developed recommendations for tertiary education reform. Moreover, he contributed to several OECD Economic Surveys for the Benelux countries preparing chapters on labour markets, secondary education and innovation. With his work on applied international macroeconomics he is published in several refereed journals like the OECD Economic Studies or the Journal of Pedagogical Science. With M. Luisa A.
